8. Discussion on the proposed budget
- Discussion on TRIM notice options – There is a memo in the packet that offers 4 options for notifying property owners about the consolidation of the Town’s millage with the street lighting millage. This consolidation under the strict TRIM guidelines would show a millage increase on the property tax notices even though we are just consolidating existing millages from last year with no increase.
9. Final public hearing on amendment to the Land Development Code Chapter
34-2175 (Building Heights) - This amendment would limit building heights so that the highest point of an exterior wall, exclusive of roof system, may not exceed 25 feet above the base flood elevation. Also the additional heights described in Section 34-2174, where the use of setbacks allow increases in height, would not apply.
10. Public hearing on ordinance establishing the Town Marine Resources Task
Force -This ordinance would establish a citizens advisory committee focused on problems and issues that are marine-based. This includes both the beach side and bay side of the island.
11. First public hearing on referendum language for proposed Charter
amendments – Six possible ballot questions and language are offered for public comment.
12. Draft discussion of Nuisance Accumulation Ordinance - This ordinance basically mirrors the County ordinance. It allows for code enforcement to better deal with trash, abandoned vehicles, furniture, etc.
13. Draft discussion of ordinance regulating body piercing – This ordinance attempts to better deal with minors and parental permission.
14. Discussion of methodology for putting FPL utility tax dedicated to land
acquisition to a vote – Possible ballot question: Shall the town impose a three percent (3%) utility tax upon electric service and restrict the use of the revenue collected to the purchase of real property?
15. Draft discussion of ordinance regulating towing – This ordinance requires a Town Towing License and would allow regulations to be promulgated by the Town as to towing conduct and towing fees.
16. Resolution amending the legal description of Times Square – This resolution corrects an error in Resolution 97-4
17. Resolution declaring the Sheriff as having the full power and authority of a
police department of the Town - This resolution is the last document necessary based on the earlier agreement between the Sheriff and the Town Council. This resolution appoints the sheriff as the police department of the Town.
18. Resolution on Sustainable Communities Grant - This is a Federal Grant that would begin the hidden bike and walking path as discussed in the Design Element. This would only deal with the beginning feasibility part of this potential project. We would attempt to determine how this project would be put together, purchase some engineering work and also cost estimates. The plan is for a volunteer group to plan the project, secure easements, and maintain momentum and some degree of supervision, once the project has been engineered and drawn. This project will have to be done in phases over a period of time. This grant does require a local match.
