- Proclamation on National Epilepsy Awareness Month
7. Presentation on MSTU/MSBU by Peggy Freshour - A presentation will be made to the Council outlining the use of municipal service taxing units or benefit units to explore ways of completing the improvements in the overlay district and to assess the costs of maintaining such improvements to the benefited property owners. This presentation only affects property within the overlay district.
8. Update on turtle nesting season by Eve Haverfield – Eve will be presenting a report on our most recent turtle nesting and hatching season.

10. First Reading of Ordinance Amending the Vessel Control and Water Safety Ordinance – This is another attempt to comply with the County’s interpretation of jurisdiction in the channels. The County has informed us that until this language is changed, they will not move markers, buoys, change signage, etc.
11. Resolution setting membership of the Marine Resources Task Force - Pursuant to Ordinance 97-17, the Council appoints a minimum of 9 representatives to the MRTF. This resolution appoints 13 members.
12. Resolution in support of Estero Bay buffer lands in the CARL program – This resolution would once again state the Council’s support for the Back Bay buffer lands acquisition and again ask for a high priority designation.
13. Request to allow Councilman Reynolds to attend the legislative conference in Orlando (Nov. 20-21)
14. Old Business
A. Request for funding for sound system for Bay Oaks – After the last discussion on this subject by the Council, I communicated a desire to pay half of this cost to Vicki Massey. She feels very comfortable with this solution and believes that the County will pick up the remainder.
15. New Business
A. Council reorganization (set date) – The Council must decide whether to reorganize after the election (November 17), without a full Council or to wait until the end of December (December 15), when there is a full Council. The other alternative is to wait for January when the new Council members take office.

17. Town Manager's Items and Reports
- Authorization to hire a surveyor and a second appraiser for the Mound House - This expense will be reimbursed by the Florida Communities Trust.
